We take ownership of delivering great public services efficiently, while reducing our environmental footprint and working towards the city's Net Zero goals.
Taking ownership of your work, you will work flexibly to provide great services to meet personal, organisational and customer expectations. You will seek to maximise savings and efficiency while driving continuous improvement, and demonstrate how you contribute to the City Council's 2030 and 2045 Net Zero emissions targets.

Behaviours by level
Our behaviours framework builds on the five values and sets out what is expected at each level of the organisation. Each level builds on the one before it.
Level 1 — All employees
Core behaviours that every member of staff is expected to demonstrate, whatever their role or grade. This is the foundation for how we all work together.
Level 2 — Team Leaders and above
Additional expectations around people management, coaching and developing others. Team leaders model the values visibly and actively support their teams.
Level 3 — Service Managers and above
Strategic thinking, cross-service collaboration and driving service improvement. Service managers shape the environment in which their teams operate.
Level 4 — Heads of Service and above
Corporate leadership, political awareness and responsibility for organisational development. Heads of Service set the tone for the whole organisation.
